Twist weight measures how much a paddle resists rotating when you hit the ball off-centre. Higher twist weight means mishits stay straighter and transmit less torque to your wrist and elbow, which is why it is weighted heavily for players with arm trouble.

Is swing weight the same as the paddle's weight?

No. Static weight is what a paddle reads on a scale; swing weight measures how heavy it feels to swing, which depends on where that mass sits. A higher swing weight gives more plow-through and power, a lower one gives quicker hands at the net. Neither is better — it is a preference.
